Vitaly Cherenko thinks of himself as a doctor, though he practices magic, not medicine. Vitaly is a powerful mystic who uses his prodigious healing powers to treat the homeless, free of charge. His standard of living is not much better than his clientele's, but he is fulfilled and happy. That is, until he runs across a problem he can't cure with his magic. Then he turns to the city's heroes. Heroes comprise a large portion of his patients as well, especially the younger ones just starting out. Vitaly is currently quite worried about the Tsoo and the amoral Circle of Thorns, both of which threaten his homeless patients.

Great job. The Tsoo won't be poisoning the Trolls with their Rage anytime soon.

The way I figure it, the Tsoo are trying to weaken all the other gangs in Paragon City. They tried to poison the Trolls by giving them Rage, a drug that reacts badly with the Superadine that the Trolls regularly take. And they tried to cripple the Outcasts by selling them artifacts that consume the bearer's soul. Who knows what they are doing to undermine the other gangs?

The Tsoo Shenanigans

Concerned by the activities of the aggressive Tsoo, your contact sent you to Juliana Nehring for some data. She provided the information, and tipped you off to a possible connection between the Tsoo and the Trolls. You went to an office building where the two groups were meeting in secret. There, you recovered an ampoule of a drug you assumed to be Superadine.

You were also sent to an Outcasts hideout, where you encountered the Tsoo and recovered a strange bronze statue.

You took the drug you found to Wyatt Anderson for analysis, and learned that it was a new, Tsoo-manufactured drug called Rage. You took the artifact to Vitaly Cherenko, who told you that it was an extremely dangerous artifact that could consume the bearer's soul. It seemed clear that the Tsoo were trying to weaken their rival gangs. At Vitaly's suggestion, you hit the streets. After defeating many Tsoo, you recovered a note written in code.

You learned the location of the Tsoo headquarters and went to shut it down. There you discovered another bronze statue, much like the first one. Your contact then radioed you, to tell you the coded not had been deciphered. According to the note, the Tsoo were using Rage to poison the Trolls! You hastened to the Rage lab and destroyed it, putting an end to the Tsoo's evil plot.

Briefing

Have you been to Faultline lately? The City's finally begun to rebuild the place! The Circle of Thorns have moved out, and the villain populations are down. Parts of it are almost as safe as any other part of the city. But there's still a lot of trouble out there. In fact, I recently heard about a young man by the name of Jim Temblor who's having some trouble, and could use some help.

Jim Temblor's problems mirror some of the trouble affecting Faultline as a whole. There's a lot of promise, if it doesn't get crushed beneath the weight of the past.

Oh, and take this briefing on the zone, too. It will get you up to speed on the area.

Overbrook was built on top of one of the may tributaries leading into the small lake outside of town. Eventually, the city dammed the lake, turning it into the reservoir. Overbrook became a beautiful place, with waterfront property and gleaming skyscrapers. But this was not to last. Right after the war, the arch-villain Faultline tried to blackmail the city with his earthquake devices. A few novice heroes tried to stop him, but failed. The villain set off his machinery and leveled Overbrook. No one has heard from Faultline since, and the area adopted his name until this day. A lot of villains have crawled out of the woodwork to claim the ruins of this zone.

Recently, the city's begun to rebuild the zone. It won't be easy, and the criminal elements aren't leaving. They found out that many of the pre-war supergroups had their bases there, and are now trying to scavenge the ruins. While Longbow has set up near the dam, and the PPD have done their best to keep the rebuilt neighborhood of New Overbrook safe, every hero who can patrol the area is a big help to the reconstruction effort. Faultline isn't quite the trial zone anymore, but it's not a safe place.

They've been spotted in Gimry Ridge and the Copper District, but I'm sure any neighborhood in the zone would welcome your assistance.

The Tsoo aren't a major force in Steel Canyon yet, but with their strength they could be a big player in the zone if they aren't stopped. Defeat about 20 of them and it should help to slow down their plans.

Briefing

A computer hacker I know claims that he got into a database filled with Tsoo smuggling records. He wants to get them to the right people, but he's afraid the Tsoo are watching his office. If the Tsoo are watching him, they'll certainly try to stop you. Those files could reveal a lot about their smuggling operations. I can understand why he might be nervous. Can you meet with him and get the encrypted files and encryption key?

The hacker calls himself PyR4T. He could be in very serious trouble.

A paper sign taped to the door outside says that this office is closed today. This is the address where you were supposed to meet the hacker, and the door is open. But you notice the lock has been forced.

You'll have two objectives this time. Your first objective is to re-capture the cursed weapons Lion Mane has gathered. Your second objective is to defeat Lion Mane and make sure he doesn't try something like this again.
