Overview
Elementar was a famous hero from the Golden age. He was one of the co-founders of The Freedom Phalanx which was founded on July 4, 1932.

Conducting weather balloon tests in stormy weather Raymond George Washington was struck by a bolt of lightning. The blast launched him into the air, where he was struck four more times.
Hospitalized with comparatively minor wounds, which healed quickly without scarring, Raymond found he could sense the weather, and eventually discovered how to control it.
The Freedom Phalanx
According to the City of Heroes novel The Freedom Phalanx, Elementar became one with the storm in 1978 while saving the city from the Broodcloud. (p. 108)
